For some reason, I keep breaking out on my neck and the back of my head. Is this a symptom of something? Please feel free to ask any follow up questions.

My 3 yr old daughter has 4 or 5 white head pimples scattered around her face. They come and go. I don’t know if it is stress or what. She showers regularly and eats a healthy diet. I had acne as a teen. Could she have just large pores? Is there anything I can put on them to make them go away?
