If you haven't visited a dermatologist I would start there. The baby oil may be causing the Acne. A dermatologist can give you a prescribed skin care line specifically for your problems. I would get that taken care of before doing the makeup thing. Your skin may be irritated by makeup if it is reaaly sensitive.

well powder make up isn't going to do you any good. I'd try Sue Devitt cream makeup... it's like a full coverage intensive cream for your face. You can get it at Sephora, and if that doesn't work they'll have many other good suggestions. But I definitly wouldn't get a powder makeup if I were you.
If you absolutly have to, go with philosophy.

I find the Hollywood formula of LAminerals covers really well, lasts all day. I use their greenish and yellowish concealers too, and they are really good. The greenish one would help cover your rosacea and any red blemishes. The yellowish one helps with under eye darkness.
Whichever brand you choose you should try samples first to see what works best with your skin conditions and to find the right shade.
I absolutely LOVE my mineral makeup!!

baby oil likely contains mineral oil, which a lot of people have allergic reactions to. my skin is dry & ultra sensitive, and i am a very satisfied longtime bare minerals user. it is the best brand i've found in many years. some people are allergic to the bismuth oxychloride, but is has not affected my delicate skin at all. many of my friends also use it & love it. try the free everydaymineral kit off their website, it only costs 3.97 for shipping..

Of the three you mentioned, I've only tried Everyday Minerals, but it turned orange on my oily skin! However it might work for dry skin. If you want extra coverage and don't mind some mild shimmer, try their Intensive formula.
Another brand you might consider is Aromaleigh (www.aromaleigh.com). There's a lot of girls on the Aromaleigh forums with rosacea and other redness. Many of them use the Y or Y/L foundations, and/or use the Coquille Correcting Powder in Juane (yellow) or Vert (green) with their regular foundation since yellow and green are excellent for canceling out redness! While I don't have rosacea, I do tend to have a permanent pink flush in my nose/cheeks/chin, and applying a little Coquille Juane to those areas underneath my foundation helps cancel out the pink better than just foundation! Their products are also bismuth free.
Also, Aromaleigh's foundations have a matte finish which you probably won't like for dry skin. However, they sell several different kinds of shimmery finishing powders that you can wear on top of the foundation to get that perfect dewy finish! Many girls like the "Metamorphosis" finishing powder because it cancels out redness, or there are several other shimmery powders to choose from.
Just make sure you ALWAYS order samples first because Aromaleigh doesn't accept returns!
If you're not interesting in Aromaleigh, then do some Google searches and see if you can find another mineral brand that offers yellow or green correcting powder to hide the rosacea. I think that might work better than simply piling on some high-coverage foundation!
Good luck and I hope you find something that works!
PS: I've heard several girls say that their rosacea and/or sensitive skin improved after switching to minerals because their skin was no longer being exposed to the harsh chemicals in traditional makeup!
